Maps are being produced with evacuation zones. Look for one that loads fast, which means that a typical output from a GIS system with every road marked in loving detail is not what you want. See e.g.

Note to self, it would be worthwhile to GIS managers to have an option for "emergency map" that automatically produces a space-efficient map that can be used in the field.
